IAEA's recent activities on nuclear safety and nuclear security in transport of radioactive and nuclear materials

Though nuclear safety and nuclear security share the same goal of protecting the public and the environment from the harmful effects of ionizing radiation, their response actions may have differences, especially during transport, where protection could be vulnerable. The interface between them is a major issue. In December 2021, with the aim of complementarily strengthening nuclear safety and nuclear security in the transportation of radioactive materials IAEA published a related technical report and held an international conference. The outline of the technical report and the international conference is introduced.

The International Atomic Energy Agency, IAEA, has issued a technical report on national approaches to the interface between nuclear safety and nuclear security, which is essential for strengthening through mutual complementation. The report aims to provide Member States with insights on good practices, each of which is important in coordinating the interface. Those are states' experiences in (i) legal and regulatory framework, (ii) nuclear installations, (iii) radioactive sources and associated facilities and activities, (iv) management systems and nuclear safety and nuclear security culture, (v) emergency preparedness and response, and common issues in cross-cutting field.

JAERI had carried out design study about a lightweight and compact integral type reactor (an advanced marine reactor) with passive safety equipment, and completed an engineering design. To confirm the design performance and operation performance and to utilize the study of automation of the reactor operation, we have developed a simulator for the integral type reactor. This can be used also for research and development of a small reactor.However, in using for research and development, the improvement in a performance of hardware and a human machine interface of software of the simulator were needed. Renewal of hardware and improvement of software have been conducted. Thereby, the operability of an integral-reactor simulator has been improved. Moreover, versatility, maintainability, extendibility, and the improvement of system performed by using the conventional hardware and software.This is a report on hardware renewal and the interface improvement of the integral type reactor simulator mainly focused on contents of the enhancement in a human machine interface.

In order to investigate a high sabotage-resistant nuclear power plant, considering initiating event with malicious acts with reference of the IAEA technical guidance, NSS No.16, we propose a concrete process of target set with sabotage ET/FT, important sabotage scenario, and identification of vital area and prevention set with showing an example. And also, safety and security interface in the facility design stage is pointed out an important step in terms of reduction of sabotage risk as well as defense in depth in security.

Countermeasures for protection of nuclear power plant show steady progress such as licensing examinations for the specific accident-response facility for an aircraft attack according to the new safety regulation as well as law enforcement preparation of the trustworthiness system by Nuclear Regulatory Authority. In this paper, we will perform case studies about a sabotage protection of nuclear power plant using vital area identification methodology that is internationally introduced and investigate safety and security interface in the protection.

User inerface to represent 3D information overlayed on camera image for remote controlled robot operator

This paper introduces the development of the 3D information representation method overlaying on a camera image to help a remote-controlled robot operator. This development purpose is for an operator to make it easy to understand the environment where the robot is deployed. At the same time, this method should not increase the operator's strain, such as changing the viewpoint. Therefore, this method represents 3D information overlaying on a camera image. A camera image is most popular for remote operation's environmental information representation, and this method aims for the operator to refer to camera images with 3D information as augmented reality. This paper describes the approach of this method, the implementation of this method for mobile robot remote operation and the evaluation experiment.
